1. RULES
Events run by the LWA will be governed by the Racing Rules of Sailing 2005-2008 (RRS) including Appendix B (Windsurfing Competition Rules), the prescriptions of the RYA, these sailing instructions (SIs), and the rules of the classes sailed (as amended by these sailing instructions). When there is a conflict, these SIs take precedence.
These SIs include an appendix relating to course racing. The SIs in this appendix are to be read in conjunction with those in the main document. The SIs in this appendix always add to, and never amend, the SIs in the main document.
2. SAFETY
2.1 GENERAL
Competitors are entirely responsible for their own safety and that of their equipment, whether ashore or afloat, and nothing, whether in the Notice of Race or in these SIs or anywhere else, reduces this responsibility. Parents or guardians of minors have an additional responsibility for their children.
It is solely for each competitor to decide whether he or she is fit to sail in the conditions that prevail or are forecast. The provision of patrol or other boats does not relieve the competitor of his or her responsibilities.
Each competitor is required to hold adequate insurance, and in particular to hold insurance against third-party claims in the sum of at least £1,000,000.
Nothing done or not done by the organisers can reduce the responsibility of the competitor, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the competitor taking part in an event. “The organisers” encompasses everyone helping to run a race or event, and includes the organising authority, the race officer, the race committee, crews of official boats, beachmasters and the race office.
2.2 PERSONAL BUOYANCY AND CLOTHING
Attention is drawn to Rule 1.2, which is changed insofar as all competitors who will be under 17 years of age on 31st December 2008 shall wear adequate personal buoyancy in accordance with Rule 40 and the appropriate class rules.
When announced in the Notice of Race or at the Briefing, ALL competitors shall wear personal buoyancy in accordance with Rule 40 and the appropriate Class rules.
When announced at the Briefing, ALL competitors shall wear wetsuits or dry suits. A wetsuit for the purposes of this SI is a neoprene garment covering at least the torso, legs and shoulders.
2.3 PENALTIES FOR INFRINGEMENT OF SAFETY PROCEDURES
The penalty for any infringement of SI 2.2 is disqualification from the races concerned, even if the competitor retired. Repeated infringements may incur the penalty that a disqualification cannot be used as discard in determining the overall result of the event or series.
Penalties under this SI may be imposed without a hearing, and Rule 63.1 is amended accordingly. Competitors may however ask for a hearing by lodging a request for redress.
3. ENTRIES
3.1 ELIGIBILITY
Each competitor shall be
- a member of the UKWA,
- or they must sign the Guest Book when they register.
3.2 ENTRY AND REGISTRATION
a) A competitor becomes eligible for series or event points by completing the Entry Form at the event and being capable of sailing and intending to do so.
b) Before competing, each competitor shall
- register for the event at the race office by completing the Entry Form, and
- pay the required entry fee
c) No entry will be accepted after 11:00 on the first scheduled day of racing, except at the discretion of the race committee.
3.3 The race committee may refuse any entry
3.4 By signing the form competitors agree to be bound by these sailing instructions and the rules incorporated in them.
3.5 UNDER EIGHTEEN
3.5.1 Competitors aged under eighteen may enter Events only with the express written authority of their parent of guardian and sail under the direct care control and supervision of their parent whether such parent or guardian is present or not and such parent or guardian shall ensure:
3.5.1a That their child is capable of sailing in the conditions prevailing.
3.5.1b That he or she is wearing the appropriate buoyancy at all times when on or near the water.

Classes to be sailed and the class rules governing each are set out in Appendix A.

3.8 CATEGORY GROUPS
a) There will be category groups as follows:
- Juniors (aged 16 or under as at 31st December 2008)
- Youths (aged 19 or under as at 31st December 2008)
- Masters (aged 35 or over as at 31st December 2007)
- Veterans (aged 50 or over as at 31st December 2007)
- Women.
b) Competitors shall declare their intended group or groups when entering.
3.9 IDENTIFICATION
Each sail used shall display the sailor’s national sail number in accordance with the class rules and/or the RRS unless the Race Committee has granted prior dispensation. Sail numbers that duplicate UKWA numbers, even if issued by other organisations, are not recognised as a national sail number.
Rule 77 is amended so that national identification is not required; but if carried, either the old (K) or the new (GBR) national letters may be used.
3.10 INSPECTION
On any day that competition is scheduled, the organisers may inspect equipment to assess its compliance with the relevant class rules, or make other checks to confirm the validity of a sailor’s entry. Failure to co-operate with this process may result in disqualification from one or more races.
3.11 ADVERTISING
All classes have determined that category C will apply to these events in accordance with ISAF Regulation 20.
4. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official noticeboard, located at or near the race office.
5. CHANGES TO SAILING INSTRUCTIONS
Any change to the SIs will be notified at the Briefing or posted on the official noticeboard at least 30 minutes before it takes effect.
6. SCHEDULE OF RACES
The timings of the first race will be as indicated in the notice of race unless a postponement is notified at the Briefing.

11. MINIMUM WIND CONDITIONS
a) The intention is that all competition takes place in suitable conditions. The race officer shall be the sole judge of wind strength and the suitability of wind and wave conditions, and will consider the effect of the speed and direction of any current and wind measurements from as many parts of the course as possible. Protests regarding the suitability of wind and wave conditions shall be disallowed.
b) Intended minimum wind speeds are as follows:

12. SCORING
AWARD OF POINTS AND EVENT SCORING
a) Points will be awarded to the sailor, not the sailboard.
b) Rule B8.2 is changed in that one score will be excluded after 3 races. The maximum number or races per event is 4.
c) Rule B8.8 is deleted, so that Rule A8 applies unchanged to the series that makes up an event.
12.2 AWARD OF PRIZES AT EVENTS
Prizes may be awarded to a fleet when one race or round has been completed. Prizes for fleets or groups will be awarded at the discretion of the race committee.
12.3 SERIES POINTS
Ties for prizes for a series of events will be broken in accordance with Rule A8, replacing “race” with “event”.
12.4 The series results will be calculated using the results of all events where two or more races were completed. The results for half the number of the series plus 1 will count.

A competitor's position in the qualifying events will count as points towards the series. 1st place will receive 1 point, 2nd place 2 points and so on.
12.5 Prizes will be awarded in all fleets where at least one competitor has completed the minimum number of qualifying events.
13.0 LOCAL CONDITIONS
13.1 GENERAL
Competitors shall at all times respect the property and premises of the host club or venue and shall adhere to any conditions of temporary membership of the host club or local rules given in the notice of race of the event or posted on the official notice board.
13.2 FAILURE TO COMPLY
The penalty for any serious infringement of SI 13.1 shall be immediate disqualification from any further participation in the event without refund of entry fees, and any resulting damage must be paid for.
