NOTICE OF RACE - LWA Melting Pot & Summer Series 2012

The Organising Authority is the London Windsurfing Association.

This Notice of Race applies to the following events:

1 RULES 1.1 The events and the series will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012.

These include Appendix B (windsurfing competition rules), the Prescriptions of the RYA, this Notice of Race, the Sailing Instructions, and the rules of the relevant International classes as amended by national class rules where applicable.

1.2
Club or council rules and byelaws apply if displayed on the premises of the club or council hosting the event.

1.3
Under rule 87, International Raceboard class rule C.8.1(a) is changed with the permission of the International Class Association to allow competitors in the Raceboard fleet to use 3 sails per event for National competition.

1.4
The Exoneration Penalty, Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available.

2 ADVERTISING

2.1
Competitors should refer to ISAF Regulation 20.

2.2
Boards may be required to display advertising chosen and supplied by the organizing authority.

3 ELIGIBILITY AND ENTRY
3.1
The LWA Committee reserves the right at their absolute discretion to exclude the entry of any sailor.

3.2
Racing will be for men and women in the following International classes:
BIC Techno 293
RS:X
RS:One
Raceboard
Formula Windsurfing

and for juniors only:

3.5 Open
3.5 Techno
4.5 Open
4.5 Techno
5.8 Open
5.8 Techno

Within these classes the following age categories (divisions) may apply:

Junior (aged 14 or under as at 31st December 2011) - Techno 293 6.8 only

Junior (aged 16 or under as at 31st December 2011)

Youth (aged 19 or under as at 31st December 2011) - 18 for RSX Youth

Master (aged 35 or over as at 31st December 2010)

Veteran (aged 50 or over as at 31st December 2010)

SuperVet (aged 60 or over as at 31st December 2010)

Within these classes the following National class divisions may apply:

Formula 11.0
Raceboard Unlimited, Raceboard 7.8
Formula Freerace

Within the Raceboard class the following weight divisions may apply:

Lightweight: 80 kilos and under    (plus or minus 2 kilos)
Heavyweight: 80 kilos and over     (plus or minus 2 kilos)

The Race Committee reserves the right to check a competitor’s weight at any time.

3.3
Sailors are recommended to join the UKWA, which will enable them to take part in the UKWA national events, except that Juniors may instead be a member of the RYA.

A sailor must declare that they hold third party insurance to the value of at least £2,000,000. This comes as part of the membership of the UKWA.

3.4
Entries may only be made on the day.
No entry will be accepted after 11.00am except at the discretion of the organising committee.

3.5
Before competing, each competitor shall register for the event at the race office, pay the required entry fee and complete, update or confirm an equipment registration form if required.

8.6
Competitors under the age of 18 must submit Parent / Guardian Declarations completed by the parents before racing.

3.7
Boards must display sail numbers on both sides of the sail in accordance with RRS Appendix G and optionally in accordance with B2.4.

Class insignia are not required. National letters do not need to be carried however if they are, either the old (K) or new (GBR) letters may be used.

Rules 77, Appendix G and rule B2.4 are changed accordingly.

Note that sail numbers that duplicate UKWA numbers, even if issued by other organisations, are not recognised.

3.8
Competitors must enter and race under their allocated number, other than with the express permission of the race committee.

4 FEES
Entry fees are set out on the LWA website.

5 SCHEDULE

5.1
Competitors shall confirm entry details at Registration by 10:00.

5.2
There will be a welcome and briefing for all competitors on the first morning of racing at 10:30.

5.3
The scheduled time of the first warning signal is 11:00.

5.4
The normal programme for each fleet will be 4 races.

5.5 Minimum Conditions
The intention is that all racing takes place in suitable conditions. The Race Officer shall be the sole judge of the suitability of conditions, with windspeed at 3 knots or above consistently across the course, and with a 1pm cutoff for cancellation of the event.

6 SAILING INSTRUCTIONS
Sailing instructions can be downloaded from the LWA website, and the latest version will be posted on the ONB.

7 VENUES
Details of event venues are on the LWA website.

8 COURSES The courses to be sailed will be described at the Briefing. Diagrams on the LWA website show the some of the courses that may be used.

9 SCORING

9.1 GENERAL

9.1.1
The Low Point Scoring System of Appendix A will apply, except that rule B8.8 (Ties) is deleted.

9.1.2

A competitor only becomes eligible for series or event points by registering at the event and being capable of sailing and intending to do so.

9.2 EVENT SCORING

 (a) When fewer than 3 races have been completed, a boat's event score will be the total of her race scores.

(b) When from 3 to 6 races have been completed, a boat's event score will be the total of her race scores excluding her worst score.

9.3 SUMMER SERIES SCORING

9.3.1
Each competitor’s Summer Series score will be his or her fleet position in the same fleet/division at half plus one of the total qualifying events (ie events at which more than 2 races have been sailed). The competitor with the lowest score will win the series.

9.3.2
If fewer than 2 races are completed at any event for a fleet it will be discounted for the series, and the events to count reduced accordingly.

10 SAFETY REGULATIONS

10.1
All competitors 16 or under on 31st December 2011 shall wear a personal flotation device to an appropriate standard at all times when afloat except briefly while changing or adjusting clothing or personal equipment (changes rules 1.2 and 40). Wet suits and dry suits are not personal flotation devices.

10.2
If conditions dictate, the organisers may require all competitors to wear personal flotation devices and/or wet or dry suits.

11 ELECTRONIC COMMUNICATION
A board shall neither make nor receive radio or mobile telephone transmissions while racing.

12 PRIZES
Prizes will be awarded to the first competitor in each fleet with 3 or more registered at the event, provided that at least one race has been completed. Additional prizes may be awarded at the discretion of the LWA Committee.
Additional fleet prizes, and category/division prizes, may be awarded depending upon the number of competitors.
Series prizes will be awarded in all fleets where at least one competitor has completed the minimum number of qualifying events.

13 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk - See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Competitors are entirely responsible for their own safety, whether afloat or ashore, and nothing reduces this responsibility. It is for competitors to decide whether their board is fit to sail in the conditions in which it will find itself. By launching or going to sea competitors confirm the board is fit for those conditions and that they are competent to sail and compete in them. Nothing done by the organisers can reduce the responsibility of the owners and/or competitors, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the board taking part in the racing. The organisers encompass everyone helping to run the event. The provision of patrol boats does not relieve owners and competitors of their responsibilities.

Parents or guardians of minors have an additional responsibility for their children and to make the decision as to whether he or she is fit to sail in the conditions that prevail or are forecast.

14 INSURANCE
Each participating board shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent. This cover is automatically provided as part of UKWA membership.

15 RIGHTS TO USE NAMES AND LIKENESSES
Competitors automatically grant to the organising authority in perpetuity and without payment the right to publish event reports, and to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

16 FURTHER INFORMATION
Further information relating to the event including news, directions to the event site, etc will be published on the LWA website prior to the event.
